Hello Im trying to set up my Oculus so that I can begin development but no matter what I do I cannot get the configuration utility to detect my device. My device is a DK1, I stopped the Oculus VR runtime service and tried to run it manually but this is what I got:

If someone could help me out here this would be greatly appreciated!

You may have conflicting software. Specifically any Logitech software and Razer can cause issues.
AMD Ryzen 7 1800X | MSI X370 Titanium | G.Skill 16GB DDR4 3200 | EVGA SuperNOVA 1000 | Corsair Hydro H110i Gigabyte RX Vega 64 x2 | Samsung 960 Evo M.2 500GB | Seagate FireCuda SSHD 2TB | Phanteks ENTHOO EVOLV

In my case the logitech download manager was causing a conflict with the dk1 in windows 8. Disabling that piece of garbage, and restarting the machine allowed the oculus runtime to connect to my dk1. I am still able to use my two logitech peripherals with no conflicts.
