Game should have 90 FPS even on minimum specs?

We are working on a Sniper game for Oculus Rift and had submitted the Demo for approval. 

The demo had a single level and had about 2 to 3 minutes of gameplay time and we achieved 90 FPS for the demo on the recommended PC specs. However, we got the reply from Oculus stating that the game should perform 90 FPS as well on the minimum machine specs as well.

If that is the case, what is the difference between the minimum specs and the maximum one?

 Please do let me know your thoughts.

    I THINK that you can have personal minimum and recommended specs for your game because there are a few in the Oculus Store that require more horsepower than a minimum spec machine.

    One way around your game not passing due to poor performance would be to have a 0.8 super sampling option in the Graphics Options I reckon. I'm pretty sure I remember reading that a developer did this to pass the Oculus Submission process.

    You need to go back to Oculus and ask for a full explanation.  I'm sure not all the games on the store will run at 90 FPS on minimum specs (The Climb etc).
