Very poor performance after reinstalling Windows 10

About a week ago I reinstalled my Windows 10. I installed Oculus and
when I went in my Oculus Home, it was extremely choppy. This happens
with games as well. It was working fine before the Windows reinstall
which leads me to believe that it's not a hardware issue.
Specs:
Intel Core i5 3570K
8GB DDR3 RAM
Palit 1060 6GB
Using my SSD for gaming and the latest Nvidia drivers, tried a few older ones as well.

Usually when installing Windows afresh, you inevitably end up with drivers that aren't the same as the one's you had before... or settings that are no longer the same. Things like USB drivers and associated power management settings can have an impact for example. There are a number of threads that detail the best drivers & settings for both of those.
