Very recently I bought an Oculus Rift Headset. At first it worked very fine and I've had a tremendous amount of fun with it. But as of a week ago it suddenly decided to not start up anymore. The Oculus Devices tab does show that all hardware (Rift, two sensors, left and right touch controller) are properly connected. But as soon as I want to start any app from the library or via Steam library or SteamVR it throws the error code 1971055. The Rift still shows the orange status light and it throws back enough telemetry to give an OK to the oculus devices tab, so it's not completely dead.
This is 100% reproducable - mind you, I am a QA engineer by trade so I have been a wee bit thorough in my hunt for possible problems.
Things I've done so far:
updated the GC drivers
reinstalled the Oculus software (HERE it also gives me an error now, telling me I cannot complete the installation despite all hardware being properly detected by the setup program)
restarted
changed the USB ports and re-plugged all cables
cleaned the ports and the cables
run a status analysis of the GC that gave no errors

Win 10 (Pro) 64 Bit
i7-4771 CPU @ 3.5 GHz
8 GB RAM
Geforce GTX 1060 (6GB)
Oculus App Version 1.33.0.741147
Firmware version of Rift: 709/b1ae4f61ae
Diagnostics showed that all USB ports are in working condition. The PnP devices in general throw no errors.
Can you leave the Public Test Channel? That could be the issue.

I first encountered the problem being off that channel and entered it to see if it would change anything. I just left the channel and the problem persists, sadly.
