Rift S tracking not working with HighPoint RocketU RU1144D USB3 card

I have been using a HighPoint RocketU RU1144D 4-port USB3 card with my Rift for the last year with no problems. I upgraded to a Rift S last week and am not able to connect the headset using this card. The headset is found on the first setup screen. The setup fails on the second screen when it checks for tracking. I have tried the headset in all 4 ports and have the same issue in each of them. When I move the headset to a USB3 port on my motherboard (Asus Maximus Hero XI), tracking works straightaway and I am able to continue with the setup.

Is this a known issue?

My copy of Windows 10 is up to date according to Windows update. I do not have the 1903 update installed. I have the latest Nvidia drivers installed for my EVGA 1080Ti FTW3 card. I have a 9700K overclocked to 5.2GHz on all cores with 32GB of RAM.
