The function needs to have 360-degree rotation and 3D function, and the price is between 8,000-15,000 RMB.

Insta360 EVO, 180 3D and 360 foldable camera - shoots 5,7K videos and18MP (HDR) photos with built in video stabilization (very smooth). Headset ready - Insta360 VR app is integrated with Oculus go, HTC Vive focus, Pico and Samsung Gear VR - connects wirelessly for instant playback, or file transfer in one tap.
(other headsets supported using Insta360 Studio 2019).

In my opinion, this is the most versatile and overall, best vr camera on the market in this price range. Also by far the best editor / app ...

There is no consumer camera available that does 360 3D at a good quality.  There are some that can do VR180, which is 3D, and 360 as separate modes, however.

There is the original Vuze and Vuze+ by Humaneyes.  Those are consumer cameras near your pricepoint that can do 360 3D, but the quality is really bad.  You can check yourself by looking at sample clips on YouTube.

You really want to go up to something like the Insta360 Pro 2 and the Insta360 Titan if you want to shoot in 360 3D at a reasonable quality.
