In a multiple player game do both players have to be in the same location and pair to the wifi in that location or can they be in different locations and play the same multiple player game?

    I'd say it depends on the game, but 99.9% of them allow for different locations.
    Some are even cross platform, but not all.

    Beginner here - just ordered a Quest (first VR).  Have twins... If we have two Quests and they want to play a multiplayer, do both devices have to buy the game or is there a sort of family/sharing of a game/app?

    The headsets and apps are registered to an "Oculus account."  Within each headset, you can setup multiple "user profiles."  Think of how Android phones work; multiple phones can be registered to a single Gmail (and Google Play) account, and each phone can have multiple user profiles.

    So, all you have to do is register both headsets to the same Oculus account, and then setup multiple user profiles on each headset.
