Update some possible solutions for anyone who meet the same problem.

I found when i to goto SteamVR and set the encoding resolution to 1400 can partially solved the problem. (Don't enable automatic solution) . Although the usage is still high .But the framerate looks fine in some test scene. But i think there's still much room for improvement

In the Steam forum some users reported the same and suggest to try the latest NVidia Studio Driver instead aof the Game Ready driver.

Is that the resource usage you see when not even running a game?

I also have a gaming laptop i7 9750, RTX 2080 MaxQ, 16GB RAM, NVME M.2.

My resource usage looks nothing like yours with just Oculus home running and Link enabled.

When looking around Oculus home CPU is around  20%, Mem 47% (but I have half the amount as you!), GPU 26%
