Is a gtx 1080 ti overkill for oculus link?

I just got one. I have a 1070 already. I want to max out the resolution through link. Will link make a 1080 ti close to 100% I know it only runs at 72 fps. I don't know a lot about computers. Will I see a difference between a gtx 1070, 1080 or the 1080 ti?

In general, with all PCVR you will get the best results with a better gpu.  So, yes a gtx 1080ti should perform better.  I have had one for 3 years now and it still continues to work great (without any overclocking btw).  You still need to match it with a decent cpu and ram though.  Also, with Link, a good usb3 link cable and capable usb3 ports.

I have a 6600k. I plan to overclock it to 4.6 ghz or more. Would you think a four core without hyperthreading is going to bottleneck the 1080 ti with link?

No, should be fine imho.  Just make sure you have sufficient cooling.  Later it may be a good idea to upgrade your cpu to a i7 9700k or better.  This may require a newer motherboard.  Probably not necessary right now.  Maybe more important in the future as Quest Link performance improves.
