When I plug in my Oculus CV1, I note that my library shows there are 4 apps that are queued for update. I dont use any of these apps and dont want my bandwidth wasted on updates. Is there a way to set app updates cancel or ignore ? thanks

If you don't use them just uninstall them, you won't get updates for them. You can always reinstall later if you change your mind because they remain attached to your account.
You can also stop auto updating in your settings (all except for oculus software). Then you just choose which ones you want to update and leave the others.
In the next pic you can see that the oculus software updated (can't stop it) but I have 2 other downloads waiting. They're not queued, and won't download unless I tell them to.
