Need help purchasing a quest 2 -

what is the storage for? would 64 GB be sufficient or is the 256 needed? (I would rather save $100 but if he will run out of space for whatever he would need it for I would rather get the bigger one)

64g is plenty unless you're more of a hardcore gamer and want to be able to play many games at the same time.

They always make a bigger one because they know that many will buy it even if they don't need it. Also they will pay a premium for it.
Remember too, that if you have a PC capable of running VR, you have access to better games/apps and as much storage as you want.

I don't know if quest 2 games are a larger download but I've had my quest 1 since February.  With all the games I've purchased and downloaded including sideloading from sidequest I've never used more than 20 GB total.
