Hey everyone I was wondering if it's possible, because I am strapped on cash at the moment, to buy a cheap headset and possibly the touch controllers to use for mainly (testing) and developing some games? I want/need the touch controllers because of their specific controller lay out!

Here's a cheap one.  I bought the same thing a year and a half ago, it cost me $800!

If by "cheap headset" you mean something other than the Oculus CV1, that won't work. Touch controllers only work with the CV1.
Touch isn't compatible with the GearVR.

Author: Oculus Monitor,  Auto Oculus Touch,  Forum Dark Mode, Phantom Touch Remover,  X-Plane Fixer
Hardware: Threadripper 1950x, MSI Gaming Trio 2080TI, Asrock X399 Taich
Headsets: Wrap 1200VR, DK1, DK2, CV1, Rift-S, GearVR, Go, Quest, Quest 2, Reverb G2

The Rift, with Touch is cheap.

It's the safe bet.
Big PC, all the headsets, now using Quest 3
