Update:
Hey everyone - This is an issue with our software certification that we're still actively working on. For security, we use a certificate to ensure that the software you receive actually comes from Oculus. That certificate has expired, and we're looking at a few different ways to resolve the issue. We’ll update you with the latest info as available. We recommend you wait until we provide an official fix. Thanks for your patience.

Update #2:
Hey everyone - We're still working hard to resolve the cert issue. We're in the process of integrating an updated cert. Unfortunately, pushing the update out to affected users has some added complexity, as the expired cert blocks our standard software update path. We're working through the options now, and we expect to have more details to share later this evening.

Update #3:

I would much rather they spent time working on this fix to get it out asap, rather than in this forum answering all the questions.

But that is just me...

If I was you, I would contact Oculus to make them hire you and then you'll be the guy that just saved the world from the no VR today's cancer

Always-on "DRM" is going to be an issue for the forseeable future.  Steam, Origin, Oculus, Sony, Microsoft.. they all have some sort of DRM that requires an internet connection to play.  On top of that, even if you could launch some of the games from the launchers without internet, many of the games contact a central server for that particular game.  

Personally, I am not a fan of this method of DRM - If Valve were to close up shop tomorrow, there's nothing stopping them from taking our entire steam libraries with them! Its just part of living in this new age of internet, I suppose.

Yeah, Fallout 4 isn't supported by Oculus so it can't be the end of the world.

I was hoping to also do some iracing today since its snowing like hell in NJ today and i did not go to work.....i guess i will just go play with the box the kids came in......lol

Just to let you know where, for example, I am coming from as a Rift-user.

Purchased a Rift. Rift rendered faulty within a year. Hardware defect. Before I find out by logs about this hardware issue, I blamed my software configuration all the time and kept changing it until the edge if incomprehensibility ( no setting made any sense anymore ).

Contacted support. Had a large discussion about warranty and guarantee. Was infuriated. Reseller came to my aid as well.

Oculus apparantly took notice. I was shortly satisfied thereafter and still am a happy Rift user ever since. 

As stated by others already : this issue is indeed minor in solution, yet, of course, major by impact

Just wait. You will start to love your Rift again too. 😉

I bought the Rift from Amazon on Monday and it just came in today. I tried to set it up and nothing is working. Is this the cause of my problems? Should I return the unit to Amazon?

Where are Razor1911, Skidrow, Paradox, Reloaded and friends? They would do that little fix within a few minutes...
