GPU Memory clock issue 1.34 update

Users have reported that their memory clock is decreased when starting the oculus software. I took a look for myself and it's true. My GPU memory clock is decreasing from right about 3500Mhz to 3000mhz when I start Oculus. When I close the program it shoots right back up. Can we get a fix for this?

Is it possible that 

NVDEC forces GPU into P2 CUDA state?


Do we need this power savings running all the time? Do we need it while we're simultaneously streaming and playing VR?

Personally I have no interest at all in streaming in VR, when it comes to VR I care only for the highest gaming performance.
