Would you be willing to do a fresh Windows 10 install? Could clear out any sort of software / driver problem on your machine. If that doesn't work, then you can be sure it's the hardware.
No, you shouldn't use a splitter, it won't work. You need Rift and your monitor both plugged in directly to the GPU, for example Rift on HDMI and your monitor on DisplayPort with an adapter.

Oculus Go is stand-alone, so all processing is done on the headset. Your phone is used to setup the device (enter wifi password, pair controllers, etc.).
