Cannot run OVRMonitor in Mobile SDK 1.0.0

Is anyone else having issues running OVRMonitor in Mobile SDK 1.0.0?
I was able to run 0.6.2 just fine but in 1.0.0 just running the executable locks up my explorer.

My dev machine
Windows 8.1
Mobile SDK 1.0.0
AMD fx 8350
NVidia 660ti

My phone
S6 - Android 5.0.2

The actual app on my dev machine will not even open. It just spins forever loading. I don't see it in my task manager either.

    Here's the config and ovrserver logs.
    I don't have any exception or minidumps.
    Also the ovrserver logs don't really have any useful info.

    This is a crash that happens as soon as double click OVRMonitor to open it. I don't even get the UI.

    Does the OVRMonitor depend on my main PC Oculus SDK as well?
    I have not updated my PC SDK for awhile.

    FYI - Just updated to latest PC Runtime 0.8.0.0-beta, rebooted, and still crashes the same.
