How to control Android permissions for Gear VR?

When starting our app, the user is prompted with the question

    "<app name> is requesting permission to access photos, media and files on your device. Allow?"
 
How can we get rid of this?
We have a AndroidManifest.xml in assets/Plugins/Android that DON'T have any permissions, but Unity
still seems to add it to the build:

I have opened the AndroidManifest.xml inside the apk (which seem to be binary), and indeed it includes android.permission.READ_EXTERNAL_STORAGE
We are not using any packages except the oculus OVR utilites.

Anyone knows how to get rid of the permissions in Unity (or just from the apk without messing up the signature) ?

    There was something in the Oculus developer docs about the app needing "read external storage" to read the lens data for the phone. I don't see it any more on https://developer3.oculus.com/documentation/publish/latest/concepts/publish-mobile-manifest/ but it may come under the part about the app being "automatically updated during build to meet our requirements".

    I also would like an answer from Unity or Oculus about that issue because it is obviously very confusing for the user. I don't need to access neither the pictures or the microphone for my game, but it still being asked on startup, even if it's not in my manifest. Pretty weird.

    When using the create a manifest in the ovr utilities (Tools>Oculus>Create store compatible....)
     the manifest it creates includes the line above and it is set to "false".  Change the "false" to "true" as I have done above.
    The user will no longer be asked to give permission to everything.
