360 live streaming

I want to buy an Oculus Rift, but before I wanted to learn about its feateres.
What is the easiest way to directly stream video from 180-360 camera (for example samsung gear 360 2017) to Oculus rift? Is it possible without the Internet?
Or, camera streams to a computer, and computer is connected to oculus rift. What software will I need?
Camera and Oculus rift are going to be very near to each other, in the same LAN. 
What is the minimal lag time possible in that scenario?

    Well, typically 360 live video streaming is done through streaming services (i.e youtube).  If you want to stream from Gear 360, which I don't believe allows for any custom protocols - it is hard coded to connect only to a few social media sites (and I think only 1 or 2 actually works) then you would HAVE to go through youtube etc.  You could, however, stream to a private video that only you can see.

    If you want the technical answer though, is you would need a camera that allows for a custom URL for RTMP, and then create an RTMP live stream viewer.  Or buy one of the rare cameras that does MP4 streaming and create a Unity project with a VideoPlayer set to a custom URL (IP of the Camera).
