Android avatar display bug after upgrading to Unity 2018.3

The Oculus avatar's body vertices 'spaz out' after upgrading to Unity 2018.3 and build to Android, the avatar looks fine on windows build.

Anyone know a quick fix?  Vertex shader issue?
This was reproduced on all versions of 2018.3 and on Oculus integration 1.34 and 1.32 with GearVR.
My current workaround is to revert back to Unity 2018.2
