OVRPlayerController doesn't move around scene with controllers

When the game is launched to show on the Oculus Quest, it doesn't allow the player to move at all with the controllers. The OVRPlayerController has ForwardDirection and the OVRCameraRig in it, so I'm not sure what the issue is. I am using Unity 2018.3.5f1 and Oculus Integration 1.39 from the Unity asset store. Any help would be great!

    I'll help if I can, this is what I would do if that was happening to me

    Have you added the AppID?
    Make sure you put the headset on, if it isn't active the controllers don't always respond 
    Do you get any input from the controllers at all? Write a quick Debug.Log and query the OVRInput to see if you get feedback.
    Do you have the local avatar in your PlayerController and can you see the hands?

    In fact, i have the same problem with my Oculus Quest. I set AppID in the project with the Oculus menu. But OVRInput doesn't work, i just try with the right controller. I tried OVRInput.Get() etc... always return false.

    Unity 2019.3.9b and Unity 2018.4.12f1
