Hardware Replacement

I've been in contact with support for 3 days and they sent me here. 
Fresh out of the box, my left controller has no firmware.  It can be
paired with the app, but it blinks SOS repeatedly.  I'm unable to find a link for dev hardware issues.  Can anyone help?

UPDATE:  Looks like the mobile site doesn't allow for tickets to be created.  Now that I'm on desktop I have created a ticket.
