They will probably distribute the keys eventually. This could easily be a calculated move to maximize exposure, publicity, and discussion. This in turn maximizes sales which they probably desperately need. The plan is simple and commonplace: First, generate controversy and ride the resulting publicity as long as possible. Then make the big announcement that there will be keys after all. This brings another wave of publicity, and they get to paint themselves as another good-intentioned company that is just "trying to get their head around" the juggernaut that is Steam. Publicity = sales.

Plus they get sales from the existing owners of the game who are so impatient to get real Steam support that they rationalize purchasing another copy of the game!

Of course, those in the know will see this for what it is, but the sales impact of such people is dwarfed by the impact of the publicity.

Why do you want a Steam key if you already have the game with a key?

Steam gives a convenient means of communicating with friends using the steam overlay etc. Especially when 1/2 of them have bought it via steam.

Steam broadcasting is easy to use and handy.

I like to see the log of hours played to depress myself over how much I play.

Adding existing players to the count of players on steam will help show its popularity and help advocate the game.

You can't write a review or rate the game on steam unless you own it on steam.

Oh man i hope they do release keys for users who purchased outside steam. I would love to have my ED account within my Steam account.
