I'm always a bit sceptical about these prebuilt deals. Do they specify exactly what motherboard and what power supply are included? For instance 500W PSUs range from $30-$150... And are these Z170 motherboards?

No idea on the MB but the PSU is an 80+ Bronze unit according to the photo link in the OP

Umm... how can 500W Bronze+ PSU power your 980TI? 700W is pretty much minimum and if you'd go with 700W I'd still recommend you get atleast Gold+ or 750W bronze+

980Tis burn about 250watts peak, the CPU another 70ish so 500w if it's a reasonable quality PSU would be borderline but should be ok. Bigger PSU isn't a bad idea.

Im not sure if your being serious or trolling but I will try to answer your question.

USB 3.x is rated for 900ma-5v-4.5w Source https://en.wikipedia.org/wiki/USB#USB_3.0

So those HiREs OLED panels should draw no more than 4.5watts

Very low power consumption is one of the benefits of OLED technology.
