Yea I currently use a wireless xbox 360 controller on windows 7 too.
If I understand correctly though you can not use a wireless xbox one controller on anything but windows 10 and the Rift will ship with a wireless Xbox one controller.
So every Rift owner will have a wireless Xbox one controller that will only work on windows 10.

The Xbox Wireless Adapter for Windows, which will allow an Xbox One controller to work on a Windows computer, will only support Windows 10, Microsoft confirmed to Polygon today.
Releasing this device is an important step for Microsoft. It previously provided a similar dongle for wireless gameplay with the Xbox 360 controller during the last generation, which was part of that joypad turning into the standard input device for both Xbox 360 and PC releases. The difference this time is that the Xbox One controller will only work with Windows 10.
With the Xbox Wireless Adapter for Windows, you'll simply plug the Adapter into the USB 2.0 or 3.0 port of your Windows 10 PC

I think where the confusion comes from that you can use an xbox one controller with windows 7 but as far as I am aware only wired.
Whereas the xbox 360 controller can be used wireless using a microsoft xbox bluetooth dongle.
