17 days and my paid for quest 2 order is processing

Level 2

17 days after I paid for my quest 2 and it is still processing.  I have wrote to customer service 13 times and they keep saying they are checking in and will get back to me. This was a gift for a friend whose bday has already passed.  I asked for a refund or to cancel the order and they said no. I am not sure what to do.  I love VR but customer service is killing me.  I would just buy a new one but I do t want to double purchase. Any advice?
