Oculus Link doesn't recognize my Quest but it can charge my Samsung.

I've just received my Oculus Quest and have begun setting it up. Unfortunately I've ran into an issue with the only physical step. Connecting the Quest to your PC.
Specs:
Ryzen 1800X
16GB DDR4 RAM
GTX 1060 6GB
x370 MSI Pro
2TB SDD

The motherboard has a singular type-c connector. I plugged in my Quest but there was no connection found in the App. First thing I did was restart my PC, it didn't work.
I thought it may have been a driver issue so I reinstalled the Oculus Drivers, no go. I was pretty certain at this point the type-c port on my PC was not functional but when I connected my Samsung S9 to it, it would allow charging, indicating that the cable is indeed working. I've tried every orientation on the cable, flipping them, swapping sides, etc.

Does anyone know what may be causing this?

have you ever tried a different cable ?
there are cables out there which only provide charging but no data transfer.....

Ya, and some usb type-c MB ports only do charge, not data.
