If I get a non vr ready laptop is there still a way to run vr on this laptop or do I have to buy a vr ready laptop?

For Oculus, I would forget about the "VR Ready" moniker and concentrate on Oculus's minimum and recommended requirements. A lot has changed since vendors started using it as a selling tool and I've seen systems being sold as VR ready that would not run current gen VR. https://support.oculus.com/444256562873335/
Laptops are usually a lot more problematic than desktops for various reasons, igpu, cooling.... If you are committed to having a laptop, I'd say investigate to your best ability what laptop people are having the most success with.
