Why won't my windows 10 computer install the oculus app?

For some reason, my windows 10 computer says "Restart Computer" when I try to install the oculus app (In the screen shot below). About an hour ago, I did restart it and now it's asking again. My question is why? Is my computer not powerful enough or-?

How would we know if your computer is powerful enough if we don't know what it is?
When asking for help it's always best to include your PC specs.

Did you contact Oculus support like it suggested? To do so you need to submit a support ticket.

Usually you can install the Oculus app, even if your PC isn't compatible. If it's not compatible the app will show a banner at the top of the screen telling you. There is a list of system requirements and compatible graphics cards on the Oculus website.

You should make sure that Windows and all of your drivers are up to date. You should also make sure that your antivirus software and Windows firewall isn't interfering. 

Another thing that might cause problems is your location. Oculus products aren't available in all countries.
