I have a game created for the quest using unity and Photon networking.
I want to start implementing matching making and adding friends inviting friends.
Should I be using the oculus matchmaking service or Photon networks matchmaking service? Why?

I'd say as a unreal dev use oculus service its free and works granted unreal needed a source code fix but yeah

If I use the oculus match making do I need to use different networking provider other then Photon?

you do not need to use photon is using oculus match making. in unreal you create a match in a pool you setup on oculus developer for you game and clients join the host headset.
