So I keep reading if my pc is compatible and I keep getting different answers.  Some say no way and some say it'll run but not on ultra graphics and only about 55fps.  I don't care if it's run perfect, for now I just want usable.  If not what's the cheapest compatible GPU?

Your RAM is fine.
Your CPU is right on MINIMUM spec for Rift S.
Your GPU is below MINIMUM spec for Rift S.

If you really want to get into VR, but you're on a budget, go for the Quest 2. No PC required to run lots of quality VR stuff. When you're ready to upgrade your PC it will be able to run Rift games on the Quest using "Link".

If you really must go in at the bottom end and use the Rift S, you are going to need to do a full CPU/GPU upgrade.
