desktop and 16 GB ram ddr 4

Should be ok for most things.  Upgrading the graphics card wouldn't do you any harm though.
Big PC, all the headsets, now using Quest 3

Ya, I agree it may be ok for basic pcvr games but it def will struggle with more complex games/sims.  A gtx1070 or better would be a good idea imho.  Might be worth looking at the new nvidia rtx 3070 when it comes out next month. Alternatively there may be good deals on used rtx2070/2080 gpu’s from guys looking to upgrade to the latest series 30 gpu’s.

Good deal for the buyer, bad deal for the seller who like me who will get peanuts for my Geforce 2080 ti. 😄

If you went with the 1660ti (not the base 1660 or 1660s) I think that would work fine.  The 1660ti has almost the same performance as a 1070.

That will be fine.  I use them in my "Basic" VR machines all the time.  The 6GB is better though.

However a 1660TI would be better and the 1070 even better still.
