This was on the BBC news too. I really think the decision is about money much more than freedom of developers. Having no restriction other than Valve's idea of 'trolling' just translates to maximising profits.
If game certification was more forcibly controlled and enforced I might not be that bothered but some parents just let their kids do whatever they want on the computer, play whatever games... and service providers all too often seem to be complicit, when their profits are involved.
The result though may end up being harmful to the games industry as it just feeds the idea that there's too much violence, sex or drug references with not enough controls in place.
Then there's the general lowering of quality in general. I used to use the upcoming section of the Steam store as my default source of info on forthcoming AAA titles. Ah the good old days!

Allowing the community to filter the content doesn't result in the content being filtered I'm afraid... when the internet gives people privacy they sometimes (I was going to say often but I'll be generous) become assholes, dare I say we see it on this forum from time to time. The mature people will filter it but does that mean the assholes shouldn't be steered towards mature behaviour? Same argument would apply to having moderators here or not.
Edit: I should just say I'm talking about the nasty stuff there rather than the rubbish stuff. The rubbish stuff just has a tendency to set the bar lower & lower over time, so doesn't need moderation but just poses the question, would TOWIE have made it to TV if there'd been a little more quality control.
I think @iJudgement has a point about the Hentai stuff, it's a huge huge revenue stream.
