Frame Drops. What's normal?

On a well performing machine, clean windows installation, updated drivers, etc; should one be getting zero frame drops or is there some normal amount of frame drops that will inevitably occur (outside of scene transitions/loading screens, etc)? I'm trying to get a sense for what's normal and can't find any indication of what one should expect. Using the debug tool's dropped frame monitor I see dropped frames occuring (which I can sometimes notice). The overall percentage of dropped frames over any given period is very low (~0.01-0.2%), but over, say, ten minutes that can be 100-200 dropped frames during normal play time (not scene transitions) and they are sometimes noticeable and really effing annoying and I'm trying to assess whether that's just what to expect at this stage of VR or if I need to go down the rabbit hole and figure out what's going on. The debug tool shows that at each drop during normal play the framerate is recorded as 87.2.

Edit: The only software installed is Oculus, Steam, and some games. I don't have any other extra software installed. No frame rate monitors, capture software, RGB software, flux, whatever. Nothing. All drivers are up to date. Windows is fully updated.

edit4: Here's a minute or so of just standing in Home looking around.

Again, relative to how many frames were processed, relatively very few were dropped. But I could notice many of those drops as very slight skips or hitches. Maybe that's normal. I honestly don't know.

Steam games, home games, just being in home. Anything. Again, the relative proportion of dropped frames to overall frames is very low (on the order of a tenth of a single percent), but I do occasionally notice them, and I can confirm that they're happening under any circumstance using the debug tool. I just don't know what's normal.

har in my case constant fps drops are normal, but then again my rig is well below the specs required

As an example, that system will average around 50 fps in DCS at modest settings or under 30 fps at max settings. In Skyrim VR, a PC half as capable can run a locked 90 fps ignoring loading screens. It all depends on the game.

Oops. Meant to say that the frame drops happen in anything and everything, including Home and SteamVR. They're barely noticeable, so I may just be being overly sensitive to them. But they do happen, and they show up in the debug tool.
