My shipment was lost and sent to Germany and the Support ticket isn't helping

So, I've received my Quest2 perfectly and on time, but I also ordered the link cable from Oculus directly. The link cable was in transit for a week, and I had filed a support ticket to figure out what's going on with it because UPS couldn't find it in their systems even though it was being delivered to me according to their website. 

well I've been told I can send the cable back for a refund, but now... my cable it in germany and I am in the US. Is there any way to get into contact with support to further help with this directly?

Edit: I've been in contact with support via email, they've copy an pasted the same memo saying I can send the cable back to them for a refund, when I don't have the cable and the cable is in Germany.
