Update:
Hey everyone - This is an issue with our software certification that we're still actively working on. For security, we use a certificate to ensure that the software you receive actually comes from Oculus. That certificate has expired, and we're looking at a few different ways to resolve the issue. We’ll update you with the latest info as available. We recommend you wait until we provide an official fix. Thanks for your patience.

Update #2:
Hey everyone - We're still working hard to resolve the cert issue. We're in the process of integrating an updated cert. Unfortunately, pushing the update out to affected users has some added complexity, as the expired cert blocks our standard software update path. We're working through the options now, and we expect to have more details to share later this evening.

Update #3:

Hey all - thank for your patience. We now have an Oculus software update in place that fixes the issue where Rift may fail to start up. For more info and instructions, please go here: https://support.oculus.com/217157135500529/

Update #4:

as @doghous3 said, closing one of those applications finally allowed me to run the patch. For me, it was MSI Afterburner.

So yesterday I received an email from Oculus with an apology, a guide on how to fix and 15$ credit in the store to compensate.
Mistakes happen, it is how they are handled by the one in fault.
I am a happy Rift user 🙂

Okay so I uninstalled the OCULUS and then installed it all fresh and new including game. Am I the only one who when using the link on the OCULUS support page that has the old BETA back? 
it once again gave me the unable to connect message so back to the support page and installed the patch. Now I have been able to access the game that caused me to buy OCULUS in the first place.
But is it just me or did we all get the old BETA OCULUS home back?

You can switch back to the new Core 2.0 Beta, mine didn't revert back:

Just in case anyone is interested this was fixed by following the below:

Please ensure you are running the leanest version of windows possible
Close down all non-essential applications you have such as:

Any GPU tweaking utils such as MSI afterburner
Any motherboard utilities such as AI suite
Any encryption utilities 
Any SSD Utilities like Samsung Magic
Antivirus, Antimalware
Java updater if you have one
Any CPU Utilities
Any RGB peripheral utilities

Basically running as clean a windows session as possible.

Then run setup again
