For posterity and others who might google, Ok so the customer originally messaged on a discord channel saying he was having issues so I directed him to here so we can assist better. I also pointed him to the gather log thread, as it was easier to just chat through discord I trouble-shooted with him on there, we have managed to successfully install Oculus Home, by deleting the Oculus Cache folder and moving the setup file to the root of his C:\
For some reason there was a corrupt chunk in the cache folder, re-downloading after removing it has successfully completed the setup.
