SkyrimVR still "running" after closing (1.31.0 Oculus Home)

This is the contents of the .json file which starts the game

It starts "Steam.exe" if not running and that in turn starts "SkyrimVR.exe" (see https://forums.oculusvr.com/community/discussion/62058/running-a-steam-app-from-oculus-home why this way was chosen)

So far so good...

But after closing the game
1 either by quitting to desktop in the game.
2 by pressing the Oculus button then "Quit App".
3 by closing SteamVR from the desktop.
It still shows as running in the library, and can't be started again until I manually close the "Steam Client Bootstrapper" process in Task Manager, which then closes all other Steam processes.

Before the 1.31.0 update to Oculus Home this was working. But not now.
Why is this, and what can be done to avoid taking off the headset and kill "Steam Client Bootstrapper" every time I quit SkyrimVR...?
