On a built project for Quest 2, I set the framerate to 90 with OVRPlugin.systemDisplayFrequency. It works. Just not when opening the app from the home menu, because it stars at around 72 and stays there with fluctuations, I have to press the Oculus Home button and go back to the app for it to reach 90fps.
I'm using Unity 2020, XR plugin 1.8.1, Integration 25.

While using OVR Metrics, the graph reports 90fps but the game internally runs at 72, until I press the home button

we are the same problem here, app startup 58-60fps, when we press right touch Home and back , fps increase to 90fps, so strange.
