unlocked by setting up the Touch controllers. That procedure will bind

I have the same problem and a somewhat similar system with a Radeon
RX480 and Win 10.I can tell you that installing Win 7 might solve your
HDMI problem. My headset was working fine under Win 7 but doesn't get
recognized by the Oculus setup in Win 10....
