Ocuclus Rift setup failure, only gets to 34.6Mb

I have been trying all afternoon to get our Rift setup. The setup installer fails after downloading exactly 34.6Mb every time. I've tried running as administrator, turning AV off, nothing helps.34.6Mb and it stops, hangs and fails.No log files, no no...
