I would still have to say not a definite no. You have to take into
account that you will still need a PCVR server if you want to run it in
VR. You will need Steam VR to run it with virtual desktop. Steam VR
requirements are less than Oculus's
such a historically bad time to be shopping for a video card, I would be
tempted to grab a barebones without GPU and use your 560 until things
got more reasonable. Something like this, a copy of win 10 and some RAM
would get you by IMO.
